In 2012 the City of Tampere kicked off a six year strategic Open Tampere -program. At the core of the program was the vision that opening data enables creation of new applications, products and services that serve the citizens, businesses and the public sector. An important element of the vision is that from an economic standpoint open data will provide new business opportunities for the companies.
In 2012 the City of Tampere kicked off a six year strategic Open Tampere -program. At the core of the program was the vision that opening data enables creation of new applications, products and services that serve the citizens, businesses and the public sector. An important element of the vision is that from an economic standpoint open data will provide new business opportunities for the companies.
As a result of the Open data program, the city of Tampere has opened a significant number of data sets. Today Open Data Tampere -portal (https://data.tampere.fi/en_gb/) contains 117 different open datasets, 14 applications and 76 APIs, and the numbers are increasing in the future. Open Data sets range from housing, local government, maps, culture and recreation, traffic and tourism, education, built environment, economy and taxation, health and social services, jobs and industries, population statistics, environment and nature.
As an example, several traffic system related real time data sets are openly available. Through open APIs it is possible to get access to real time data on e.g. Tampere traffic lights status, incidents and roadworks, pedestrian and bicycle traffic counters, traffic camera APIs and Tampere Parking situation, to name a few.
Tampere Open data portal is implemented as a combination of CKAN - data management system and Wordpress content management system. The portal codebase is co-developed with six largest cities in Finland. The first version was created as part of EU funded 6Aika The Six City Strategy project https://6aika.fi/en/results-of... and co-development has continued after the project ended in 2017. Each city has their own instance of the codebase. Data is harvested to the EU-Data Portal via National Data Portal avoindata.fi.
The portal is based on open source code that is available at GitHub. Common codebase for the six cities is located at 6Aika -repository while customized themes and configurations are available in the City of Tampere Github Repository. Service architecture and technical documentation is available in separate Gitbook. Service runs on top of Amazon Web Services.
Open data standards and models are preferred when applicable. GIS datasets follow Inspire-regulation and OGC standards e.g. Web Map Service (WMS) and Web Feature Service (WFS). GIS data is published in the open data portal and also via the National Inspire Service Paikkatietohakemisto. The City of Tampere is one of the leading Inspire and open GIS data cities in Finland.
In transit and traffic data we provide several parallel data standards which serve different user groups e.g. GTFS, DATEX II and SIRI. We also provide developer friendly JSON/REST APIs which enable more agile development for new use cases.
